No, we do not allow Windows VPS downgrade due to the limitation of MS Hyper-V virtualization software. In Hyper-V based virtual machines, VHD (Virtual hard disk) cannot be shrunk. For instance, if you have purchased Classic VPS Diamond Plan with 100 GB diskspace. Later, you want to downgrade the VPS plan to Classic VPS Pearl (60 GB Diskspace). Here, your VPS diskspace cannot be shrunk from 100 GB to 60 GB.
